Background on the JAR
Over the three years from September 2005, every Children's Services Authority and a wide range of other agencies and organisations providing services for children and young people, will be subject to a Joint Area Review of Children's Services (JAR).
The JAR will evaluate and report on the extent to which all the services within an area work together to improve the outcomes and achievements of children and young people aged 0-19 years. A wide range of services will be reviewed, including council services, health, police, probation and services provided by other public, private and voluntary and community sectors.
The review will focus on the 5 outcomes for children and young people as identified in the Every Child Matters agenda, with particular focus on vulnerable groups of children i.e.. those who are "Looked After" those with a disability and/or learning difficulty and those requiring safeguarding . The % outcomes are:
- Being Healthy
- Staying Safe
- Enjoy and Achieve
- Making a Positive contribution
- Achieving Economic Well being
The JAR will replace the existing separate inspections of the Council's education and children's social services departments (both now integrated into the newly formed Children and Young People's Service) and will incorporate the inspections of the Youth Service, Connexions and provision for students aged 14-19. Evidence from other inspections, such as schools, further education colleges, youth offending service and residential settings will contribute to the review.
The review will involve self-assessment, evidence gathering, existing inspection reports and a web based survey of 1300 children and young people. Inspectors will also look at a number of case files of particular children. They will interview practitioners, members of the community and gather evidence directly from children and their parents and carers.
A final report will be published, judging the performance of services for children and young people across North Lincolnshire.
