Needs Assessment

A key element of the Children & Young People's Plan (CYPP) guidance is the requirement to carry out a comprehensive needs assessment, in partnership with all those involved in the planning process, and to review it on a regular basis.

Lord Laming's report 'The Protection of Children in England: A Progress Report' and the subsequent government action plan set out the following expectatin of JSNAs:

"Every Children's Trust should ensure that the needs assessment that informs their Children and Young People's Plan regularly reviews the needs of all children and young people in their area, paying particular attention to the general need of children and those in need of protection."

The Child poverty bill also identified that there is an expectation that the local authority and partners prepare and publish an assessment of the needs of children and young people living in poverty in the area.

This comprehensive Children & Young People's needs assessment for North Lincolnshire draws together information from relevant agencies on outcomes for children, taking into account the current political and legislative environment.  It highlights key data and evidence and it draws conclusions and direction of travel for the Children and Young People's Plan 2009-12 and beyond, where possible.  It incorporates our CYPP review for 2009 in preperation for the new plan.
