Partnership Framework

The Children’s Board

The Children’s Board was established in September 2004 to enable local organisations to work together more effectively to deliver better outcomes for children and families, to oversee the development of the Children's Trust Pathfinder service areas and prepare the way for a Children's Trust from April 2008. The Board is accountable for all joint planning, commissioning and provision for children and young people in North Lincolnshire. It includes the council, local health services, Connexions, Probation and the Police, Fire
and Rescue Services, the Learning and Skills Council, Voluntary Action North Lincs and schools representatives.

A Children’s Board Executive Group, manages the partnership's key work streams. The Executive Group consists of the main commissioning partners from the Children’s Board. The Board and the Executive Group discuss and make decisions about the way that services for children and families are developed and delivered in North Lincolnshire. They make sure that all local services are pulling together to deliver the best outcomes possible for local children.

The Children and Young People’s Strategic Partnership.

Girls TalkingThe Children and Young People’s Strategic Partnership (CYPSP) is chaired by the council’s Lead Member for Children & Young People’s Services and has a wider membership than the Children’s Board as it includes local voluntary organisations many other organisations and agencies who work for or on behalf of children and families. The CYPSP advises both the Children’s Board and Local Strategic Partnership (LSP)on issues relating to children and young people and is also committed to ‘working together to improve outcomes for children’. The CYPSP has strong links to the X-Press Youth Forum which will act as a significant consultation forum for the Children’s Board and LSP. The CYPSP is responsible for making sure that children and young people have a strong voice and presence in LSP planning and decision making.

The Local Safeguarding Children Board

The Children Act 2004 requires each local authority to have a Local Safeguarding Board (LSCB) in place.The Local Safeguarding Children’s Board, chaired by the Chief Executive of the council, replaced the Area Child Protection Committee in April 2006. Its purpose is to promote and support the safety of children and young people in North Lincolnshire. The priorities for the LSCB for 2006/07 are:

  • To do everything possible to keep children and young people safe;
  • To let the public know what is being done to safeguard children and young people, and what they can do to help; and
  • To check how effective safeguarding is, of children, in North Lincolnshire and take action where necessary.
